Painted Rock Mine General Information
The mine consists of a portable screening plant and associate transfers for aggregate processing. This facility is located approximately 6 miles east of US-395 and northeast of Minden, Nevada as shown in Figure 1 provided in the application:

How is the Mine Regulated With NDEP?
The Nevada Division of Environmental Protection (NDEP) – Bureau of Air Pollution Control (BAPC) holds three permits with Knox Excavating (Knox) regarding the Painted Rock Mine:
- Class II General Air Quality Operating Permit for Temporary Construction Sources AP1442-4374.05. This permit was issued May 18, 2022 and expires May 7, 2027. This permit has general air quality permit requirements for the company related to applicable Change of Location Approval.
- Class II Change of Location Approval #2986. This permit has specific requirements regarding the Painted Rock Mine including the operating equipment on site (ie. conveyor transfers) in the location submitted in the application as shown in Figure 2 below.
- Class II Air Quality Operating Permit Surface Area Disturbance AP1629-4375. This permit was issued June 22, 2021 and expires June 22, 2026 and has specific requirements about the fugitive dust for the Painted Rock Mine area (100 acres within the facility boundary). Figure 2 below shows the facility boundary. Note this does not include Sunrise Pass Road, Juniper Valley Ranch Road, or Johnson Lane.
All three permits have fugitive dust requirements within the facility boundary.

Who Regulates the Dust on the Roads to the Mine?
Haul routes are public and/or BLM multi-use roads, which the facility does not have full control or ownership over. The BAPC has authority to implement the Clean Air Act with achieving compliance with ambient air quality standards to a regional level, and BAPC is requiring implementation of best management practices to minimize fugitive dust. How do I Report a Complaint to the BAPC?
To report complaints within the BAPC jurisdiction (ie. dust concerns inside the mine boundary), please email them to ndepairadmins@ndep.nv.gov (note date and time stamped photos and/or videos are helpful) or call our front desk (775-687-9349). The BAPC compliance team will investigate all complaints.

To receive public notices about when a public comment period begins:

- At the bottom of the page, click the "Get Notices" button

- You will be notified when the public comment period begins for a Notice of Proposed Action.
