The Recovery Act provides additional grant funding to States for their Drinking Water and Clean Water State Revolving loan fund programs. However, there are differences between the base SRF programs and the Recovery Act funding. The 20% State match requirement is waived by the Recovery Act. The Act specifies that at least 50% of the State's grant funds must be used to provide additional loan subsidies and 20% of grant funds must be set-aside for green infrastructure projects. The Act also requires use of iron and steel that is made in the USA and applies Davis Bacon prevailing wage rates to projects funded in whole or in part by Recovery Act funds.
