December 15, 2000 -- LTS Transition Policy Signed: On December 15, 2000, the Deputy Secretary, T.J. Glauthier, approved the issuance of the Departmental policy on the transfer of site LTS responsibilities to the respective landlord Program Secretarial Officers once EM has completed its mission activities. The policy memorandum "Long-Term Stewardship Transition to Site Landlord" addresses key elements in the process of transferring LTS responsibilities. Compliance Agreements This page provides links to Department of Energy compliance agreements, agreements in principle, and related LTS regulatory policies and guidance. Dept. of Energy - LTS laws & Regulations: Several different acts and regulations govern DOE sites as they cleanup, close, and enter into long-term stewardship. DOE's LTS website provides a list of these laws and regulations along with brief discussions; the site also contains links to relevant EPA and NRC regulations. DOE Office of Environmental Policy and Assistance (OEPA) This office monitors emerging environmental regulations that may affect DOE operations and projects. This office has developed brief summaries of major federal environmental laws that affect DOE facilities and programs. A list of DOE Environmental Policy and Guidance documents is also available from this office. Natural Resource Trustee Coordinators Stering Committee The NRTSC consists of DOE employees and key support contractors at DOE sites, who act as technical points of contact for natural resource trustees and natural resource damage assessment (NRDA) issues. Dept. of Defense National Defense Authorization Act For Fiscal Year 2000 TITLE XXX of PL 106-65 (MILITARY LAND WITHDRAWALS) contains certain information for ongoing decontamination of withdrawn public lands -- the legislative intent of the language has definite LTS implications. National Environmental Policy Act NEPA - The National Environmental Policy Act (NEPA) requires federal agencies to consider environmental values and factors in agency planning and decision-making.
