Secton 303(d)
Section 303(d) of the Clean Water Act
requires each state develop a list of waterbodies that need additional work beyond existing controls to achieve or maintain water quality standards, and submit an updated list to the Environmental Protection Agency (EPA) every two years. The additional work necessary includes the establishment of Total Maximum Daily Loads (TMDLs). The TMDL process provides analytical framework to identify the relative contributions of each pollutant. The TMDL identifies the sources and causes of pollution, e.g., point sources, non-point sources, or a combination of both, and establishes allocations for each source of pollution as needed to attain water quality standards.
