The facility is a Construction and Demolition (C&D) debris area-fill disposal site located adjacent to US Hwy 93 approximately 65 miles north of Las Vegas in Lincoln County. The site has been authorized to accept Construction and Demolition debris, "Rubbish" and Auto Shredder Residue which originates primarily from the Las Vegas Metropolitan area. No other waste is permitted for acceptance at this facility. The facility was approved to begin accepting waste on 12/2/2005.

The Facility consists of construction and operation of the Class III disposal site, which comprises one industrial solid waste landfill unit, contiguous land, structures, and other appurtenances and improvements for the disposal of waste as approved by the Nevada Division of Environmental Protection. The Permit to operate provides that interim and final cover will be installed concurrently with ongoing operations. Western Elite Inc. will perform groundwater-monitoring, closure, and post closure care in accordance with Permit issued by the State of Nevada.
