Site Summary — The C&D Landfill site is located just beyond the City's Municipal Solid Waste Transfer Station where household waste is placed in roll-off bins which are transported to the Elko landfill. The Wells Class II Industrial Solid Waste Disposal Site comprises approximately 4.35 acres. Wastes accepted by the landfill originate primarily from the city of Wells.

The facility is authorized to accept the following industrial wastes in accordance with the approved waste characterization plan — Construction and Demolition Wastes .

The construction and operation of the Class III facility comprises one industrial solid waste landfill unit, contiguous land, structures, and other appurtenances and improvements for the disposal of waste as approved by the Nevada Division of Environmental Protection. The landfill is a compacted soil lined facility with a leachate collection system.

Site Location - As noted on the map above, the Wells Class III Facility is located adjacent to U.S. Hwy 80, Elko Lincoln County, NV, approximately 5 miles east of Wells, NV.

Site Location Description — To offer an additional barrier to contain precipitation water that leaches through the C&D debris, a liner system will be constructed. The liner will be constructed using the more clayey and loamy soils collected during gravel pit excavation or from the borrow source areas as needed. The foundation layer will first be scarified to a depth of 6 inches then recompacted to 90% of maximum dry density. Then the liner will be constructed of compacted select soils placed in a minimum of two lifts to produce a final layer that is a minimum of 1.0 foot thick.

Leachate Removal System — Since a soil liner will be installed, water will accumulate at the low point of the landfill cell floor. This water is defined as "leachate" since it is water that penetrates the landfill debris to accumulate at the bottom. The landfill excavation design includes a sump located at the northwestern end of Cell 1 as shown in Figure 7. The sump area will have a 2 feet thick layer of gravel. Inserted into the sump gravel will be a leachate extraction pipe, 10 inches in diameter.

The 10 foot section of pipe located on the floor of the sump will be perforated with 3A inch diameter holes (four holes, located at 90°, 180°, 270°, and 360° drilled around the pipe and on 12 inch spacing for the length of the pipe within the sump). The pipe will allow for the insertion of a leachate removal pump. Leachate will be collected in a temporary tank located at the top of the slope, or in temporary liquid removal trucks. The leachate sumps will be operated as often as necessary to make sure excessive liquids do not accumulate in the sump.
