Draft Guidance — Mine-Site Petroleum-Contaminated Soil (PCS) Management Plans.
he draft guidance is proposed to replace NDEP's 1995 guidance document entitled, "Mining Sites, Hydrocarbon-Contaminated Soil Definitions and Guidelines." PCS is generated on mine-sites from accidental releases (typically of diesel and hydraulic oil) and from recurrent waste streams (such as grease-bearing sediment from truck washbays).
The new guidance requires chemical characterization of the PCS and a formal evaluation of the risk posed by the PCS to public health and the environment. The guidance is being issued in draft form for review, comments, and implementation on a pilot scale, before issuance of the final guidance document. Please submit comments to
at NDEP-BMRR by January 31, 2006.
