Program Management Branch
The Program Management Branch is comprised of a variety of programs that:
- Control emission sources directly;
- Tabulate emissions through an emissions inventory process;
- Assist other functions within the air quality program.
Mobile source emissions from vehicles are controlled through an emissions testing program for light duty automobiles and light duty trucks. An alternative fuels program for state and local government agencies in Clark and Washoe Counties seeks to reduce fleet emissions through the use of cleaner-burning alternative fuels.
A smoke management program has been implemented to coordinate and facilitate the management of smoke emissions from prescribed fire, which is used as a land management tool by large federal and state land management agencies throughout Nevada.
A greenhouse gas reporting and emissions inventory program has been initiated. Affected electrical generating units are required to report greenhouse gas emissions and the greenhouse gas emissions from all sources in the state will be inventoried, analyzed, and issued in a report beginning in late 2008.
A separate emissions inventory is conducted periodically to provide an accounting of the various types of “criteria pollutants” emitted by stationary, area, and mobile sources in the state. Criteria pollutants as defined by the Clean Air Act are carbon monoxide, ozone, particulate matter, nitrogen oxides, sulfur oxides, and lead. The inventory assists air quality planners in understanding trends in emissions and deciding how best to address associated changes in air quality.
Planning for new or modified air quality regulations is coordinated by the Program Management Branch. This includes drafting regulatory language, organizing workshops to collect input from the general public and industry representatives on proposed changes, and preparing materials for State Environmental Commission hearings where proposed regulatory changes are heard. Additionally, required modifications to the State Implementation Plan (SIP) are developed and coordinated with applicable agencies.
