Pipeline Infiltration Project Star Route HC 66, Box 1250 Crescent Valley, NV 89821-9708 Bureau of Mining Regulations and Reclamation 05/29/2001 Notice of Public Workshops -- by the State of Nevada The Bureau of Mining Regulation and Reclamation of the Nevada Division of Environmental Protection is proposing changes to the NAC 519A mining reclamation regulations. The proposal includes revisions to NAC 519A.350 (7) corporate guarantee requirements. Workshops will be held from June 26 to June 28, 2001. Under the proposed revision, if the surety is a corporate guarantee, up to 75 percent of the total required surety may be satisfied by the corporate guarantee, based upon periodic review by the administrator. Bureau of Water Pollution Control 05/14/2001 The Administrator has received a complete application to renew a Water Pollution Control Discharge Permit, NEV95016, from Newmont Mining Corporation, 427 Ridge Street, Suite C, Reno, Nevada 89501. The Applicant proposes to continue to discharge sewage and septage generated by the workforce at the South and North Operations Areas, a maximum of 40,000 gallons per day, to the Mill 5/6 Tailings Storage Facility (TSF), located approximately six miles north of Carlin, Nevada. Sewage and septage is combined with the Mill 5/6 tailings and the slurry is discharged to the Mill 5/6 TSF. Because the relatively small amount of sewage is thoroughly mixed with tailings and distributed around the Mill 5/6 TSF, there is limited potential for sewage to accumulate in concentrations that could pose a threat to human health. During maintenance and emergencies, the Applicant will be authorized to direct discharge to the Mill 5/6 TSF or to discharge the tailings/sewage slurry to the James Creek TSF for limited periods of time. On the basis of review of the requirements of the Nevada Revised Statutes and implementing regulations, the Administrator proposes to re-issue a permit to discharge for a five (5) year period, subject to certain effluent limitations. Box 669 Carlin, Nevada 89822-0669 Bureau of Water Pollution Control 05/02/2001 The Administrator, Division of Environmental Protection, Carson City, Nevada is issuing the following notice of proposed action under the Nevada Revised Statutes. The Administrator has received a complete application for a Water Pollution Control Discharge Permit, NEV2001502, from Douglas County, P.O. Box 218, Minden, Nevada 89423. The Applicant proposes to discharge treated wastewater generated by the juvenile residents and staff at the China Spring Youth Camp, a maximum of 11,200 gallons per day, to groundwater of the State via percolation/evaporation ponds. To accommodate increased flow due to facility expansion, the Applicant has proposed to replace the existing septic tank/leach field wastewater disposal system with an aerobic pond system using percolation/evaporation as the wastewater disposal mechanism. The new system will utilize septic tanks for primary treatment, two aerated complete mix ponds for secondary treatment and four evaporation/percolation ponds for disposal. On the basis of review of the requirements of the Nevada Revised Statutes and implementing regulations, the Administrator proposes to issue a permit to discharge for a five (5) year period, subject to certain effluent limitations. Bureau of Water Pollution Control 04/25/2001 The Administrator has received a complete application for a discharge permit for a water pollution control discharge permit (#NEV2001501) from Three J's Inc., 51 Palmer Drive, Dayton, Nevada 89403. The permittee proposes to use tertiary treated effluent to irrigate the Dayton Valley Golf Course in the south Dayton Valley area of Dayton, Lyon County, Nevada. The permittee intends to reuse tertiary treated denitrified and disinfected effluent supplied by Lyon County Utilities, South Dayton Valley Wastewater Treatment Plant for spray irrigation of turf grass on the 150 acre golf course. The irrigation reuse will be conducted in accordance with conditions set forth in an Effluent Management Plan approved and required by the Nevada Division of Environmental Protection, and as a condition of the permit. The proposed permit is for a period of five (5) years. Bureau of Water Pollution Control 04/25/2001 The Administrator has received an application for an Underground Injection Control (UIC) permit which has been drafted for public comment. Permit #UNEV2001202 has been applied for by Travelways, 4100 East Cheyenne Avenue, Las Vegas, Nevada 89115. The Administrator has prepared tentative determinations regarding the permit which, in brief, are: The applicant has submitted an application for a UIC permit associated with the Gagne Coach Maintenance facility located at 1305 North Main Street, Las Vegas, Nevada 89025. This application is in response to a release of petroleum hydrocarbons from the above mentioned facility. The applicant proposes to initiate remediation efforts utilizing the injection of a dilute hydrogen peroxide solution into the subsurface. The injectate should facilitate the biodegradation of the petroleum hydrocarbon contamination. Monitoring will be required to ensure that groundwater is not degraded. Bureau of Water Pollution Control 04/25/2001 The Administrator has received a complete application for modification and renewal of water pollution control discharge permit #NEV10017 from Lyon County Public Works Department, Utilities Division, P. O. Box 1699, Dayton, NV 89403. The permittee proposes to upgrade the existing wastewater treatment facility with the addition of a new extended aeration package wastewater treatment plant (WWTP) at 200 Lakes Boulevard in Dayton, Lyon County, Nevada. The new plant will treat domestic sewage in the greater Dayton area; the existing wastewater utility's pond treatment system will serve the Dayton industrial area. The permit modification request is to upgrade the system capacity to 0.46 Million gallons per Day (MGD) and to increase treatment capability with the new mechanical plant. Treated effluent from this plant will be denitrified and disinfected for reuse via spray irrigation on the Dayton Valley Golf Course under a separate reuse permit #NEV2001501. Bureau of Water Pollution Control 04/23/2001 The Administrator has received a permit renewal application for a water pollution control discharge permit, NEV95005, from the City of Sparks Public Works Department, P. O. Box 857, Sparks, Nevada 89432-0857. The permittee currently utilizes tertiary treated effluent to irrigate the Don Mello Sports Complex, Shadow Mountain Sports Complex, and Sparks Boulevard/Van Meter Parks and has applied for a renewal of Permit NEV95005. Two new sites are proposed to be added to the permit: the Pah Rah Park and the Shelly Park/Tree Farm/Fire Station #2. The permittee utilizes tertiary treated effluent from the Truckee Meadows Water Reclamation Facility for spray irrigation on turf grass and other plant materials. Irrigation is conducted in accordance with conditions in the approved Effluent Management Plan required by the Nevada Division of Environmental Protection, and as a condition of the permit. The Permit is for a period of five (5) years. Bureau of Water Pollution Control 04/23/2001 The Administrator has received a complete application for a new discharge permit, NEV20000509, from D'Andrea Nevada LLC, 780 Vista Boulevard, Suite 102, Sparks, Nevada 89434. The permittee proposes to apply tertiary treated effluent to irrigate the D'Andrea Golf Course and adjacent common areas within the D'Andrea master planned community in northeast Sparks, Washoe County, Nevada. The permittee intends to reuse tertiary treated effluent supplied by the Truckee Meadows Water Reclamation Facility for spray irrigation on turf grass and drip irrigation on other plant materials. The irrigation reuse will be conducted in accordance with conditions set forth in an Effluent Management Plan approved and required by the Nevada Division of Environmental Protection, and as a condition of the permit. The proposed permit is for a period of five (5) years. Bureau of Water Pollution Control 04/17/2001 The Administrator has received a complete application to renew a Water Pollution Control Discharge Permit from Accupart International, Incorporated, 7 Black Rock Road, Mound House, Lyon County, Nevada 89706. The applicant operates Accupart International, Inc., a manufacturer, renovator, and distributor of aftermarket air brake component parts. The facility is located in Moundhouse, Lyon County, Nevada. The proposed permit is for a discharge to a lined evaporation pond with a secondary leak detection and recovery systems which is designed to contain all liquid waste stream discharges, sprinkler fire flow discharges, and precipitation/storm water. The permit will cover a five (5) year period. 5323 Lakeland Avenue North Minneapolis, Minnesota 55429 Bureau of Waste Management 04/03/2001 The Nevada Division of Environmental Protection (NDEP) is requesting public comment upon the Draft Permit for a hazardous waste storage facility owned by Safety-Kleen Systems Inc. (hereafter called Safety-Kleen). This facility will be located at Donovan Way & Craig Road in North Las Vegas, Nevada. Safety-Kleen's existing facility at 1655 Stocker Street, North Las Vegas, Nevada which was first permitted in 1990 will be clean closed. The Draft Permit would grant approval in accordance with the Resource Conservation and Recovery Act (RCRA), 40 CFR Part 124, Nevada Revised Statutes (NRS) 459.400 through 459.600 and Nevada Administrative Code (NAC) 444.842 through 444.960 to Safety-Kleen to operate the following types of hazardous waste management units: storage in containers, storage in a aboveground tank (AST), and a miscellaneous mechanical processing unit (Subpart X unit). |
