Bureau of Water Pollution Control

The Administrator has received a complete application to renew an existing water pollution control discharge permit, NV0020656, from the State of Nevada, Division of Wildlife, P.O. Box 10678, Reno, Nevada 89520-0022.

The applicant has operated the Gallagher Fish Hatchery in the Ruby Lake National Wildlife Refuge, Ruby Valley, Nevada under permit NV0020656 since February 1977. The facility has been in operation since 1940. The hatchery receives water from four springs: South, Nino, North, and Bressman. The facility discharges flow-through and pond cleaning wastewater at four points into an oxbow/settling pond and at one point into the effluent treatment pond that empty into the Ruby Marsh and Lake, a Class B water, via the collection ditch. The proposed permit will cover a five (5) year period.

The Administrator has received a complete application for a water pollution control discharge permit from the following applicant: CORCHA, L.L.C., 5370 Kietzke Lane, Suite 207, Reno, Nevada 89511.

Corcha, L.L.C. proposes to apply tertiary treated denitrified and disinfected effluent provided by the City of Mesquite Wastewater Treatment Facility to the Falcon Ridge golf course for irrigation (reuse) on fairways, and for roadway median irrigation in the Arroyo Heights development proximal to the golf course. The golf course is located north of U.S. I-15, west northwest of the town of Mesquite, Nevada. The reclaim water will be additionally aerated and disinfected with an Ozonation system before discharged into the irrigation storage lake in accordance with conditions set forth in the Effluent Management Plan required by the Nevada Division of Environmental Protection. The proposed permit will be for a five (5) year period.

The Administrator has received an application for an Underground Injection Control (UIC) permit which has been drafted for public comment. Permit #UNEV2000216 has been applied for by the Clark County Department of Aviation, P.O. Box 11005, Las Vegas, Nevada 89111-1005.

The Administrator has prepared tentative determinations regarding the permit which, in brief, are: The applicant has submitted an application for a UIC permit associated with the former Express Gas facility located at 4811 South Paradise Road, Las Vegas, Nevada. This application is in response to a release of petroleum hydrocarbons from the above mentioned facility. The applicant proposes to initiate remediation efforts entailing the injection of a dilute hydrogen peroxide solution into the subsurface. The injectate should facilitate the biodegradation of the petroleum hydrocarbon contamination. Monitoring will be required to ensure that groundwater is not degraded.

The Administrator has received a complete application for a water pollution control discharge permit (Permit #NV0020923) from Pioneer Americas, Inc., 8000 West Lake Mead Drive, Henderson, Nevada 89009.

The Pioneer Americas, Inc. plant is a typical "chlor-alkali plant" which manufactures chlorine gas, caustic soda, hydrochloric acid and bleach from sodium chloride and water. Products of the facility are shipped via pipeline, rail cars and trucks. All process wastewaters (refer to Permit #NEV2000515) and most stormwater runoff will be controlled in lined ponds. The permit is for the discharge of stormwater runoff from exceptional precipitation events to an unnamed ditch which is tributary to the Las Vegas Wash. The proposed permit will be reissued for a five (5) year period. All comments should be submitted by April 5, 2001

The Administrator has received an application for an Underground Injection Control(UIC) permit which has been drafted for public comment. This permit, #UNEV2001200, has been applied for by Rossmore Development, 8730 Wilshire Boulevard, Suite 300, Beverly Hills, California 90211.

The Administrator has prepared tentative determinations regarding the permit which, in brief, are: The applicant has submitted a remediation plan in response to a release of petroleum hydrocarbon contamination from Jiffy Smog, located at 1501 North Decatur Boulevard, Las Vegas, Nevada 89108-1216. The applicant proposes to remediate the released hydrocarbon contamination utilizing subsurface injection of a dilute hydrogen peroxide solution. The hydrogen peroxide injectate should facilitate biodegradation of the hydrocarbon contamination. Monitoring will be required to ensure that groundwater is not degraded.

The Administrator has received a complete application for a water pollution control discharge permit from Allied Sanitation Services, 125 Sunset Hills Drive, Yerington, NV 89447.

The applicant proposes to land apply domestic septage and grease trap material to farmland owned by Peri and Sons, located at 430 Highway 95 ALT. The permittee has been land-applying domestic septage at this site since July 11, 2000 under the authority of a temporary permit. The permit will be reissued for a five (5) year period.

The Administrator has received complete applications to renew two existing water pollution control discharge permits, numbers NEV92044 and NV0022411, and a complete request to modify permit number NV0022977 from Refuse Inc, 100 Vassar Street, Reno, Nevada 89520.

The applicant operates a bioremediation treatment facility for contaminated soils at the Lockwood Landfill for the removal of petroleum hydrocarbons from soils under permit No. NEV92044.  The permittee receives, stores and treats the soils on a double lined, engineered pad with leak detection to ensure containment of all contaminated materials.  The applicant also operates a municipal solid waste transfer facility in Stead (#NV0022411) which requires dewatering to protect the structure.  The intercepted groundwater is discharged to the normally dry lake bed of Silver Lake/ Playa #3.   Stormwater incident to the facility is treated via a sand/oil separator and then is also discharged to the playa.  The applicant has also requested a reduction in monitoring frequency of the sand/oil separators at the Reno Solid Waste Transfer facility (NV0022977) from quarterly to annually.

Products of the facility are shipped via pipeline, rail cars and trucks. All process wastewater is neutralized. The applicant proposes to discharge all process recyclable waters, neutralized wastewaters and wastewater from the Saguaro Power Company to double-lined evaporation/containment ponds. These ponds were formerly permitted to receive discharges under NPDES permit # NV0020923. The permit will be issued for a five (5) year period.

The Administrator has received a complete application to renew a water pollution control discharge permit (Permit #NEV91040) from San Emidio Agrigate, Inc, P. O. Box 40, Empire, Nevada 89405.

The applicant proposes to land apply land apply biosolids, sewage sludge, generated by the Truckee Meadows Water Reclamation Facility to farmland near Gerlach, Nevada. The biosolids will be land applied to: Orient Farms, Empire Farms, and to the Granite Ranch. The permittee has been land applying biosolids for the past 10 years to the above properties. The permit will be reissued for a five (5) year period.

Bureau of Air Quality

The NDEP Bureau of Air Quality (BAQ) will be conducting a workshop to solicit comments on a proposed Prevention of Significant Deterioration (PSD) area boundary re-designation. A 500 megawatt electric generating plant is proposed to be constructed in Boulder Valley, Eureka County, Nevada. Boulder Valley is located in northern Eureka County approximately 20 miles west of Carlin. The workshop will be held on March 5, 2001, at the Eureka Opera House, from 1:30 pm - 3:30 pm.

Bureau of Water Pollution Control

The Administrator has received a complete application to renew an existing water pollution control discharge permit, NV0020664, from the State of Nevada, Division of Wildlife, P.O. Box 10687, Reno, Nevada 89520-0022.

The applicant has operated the Spring Creek Rearing Station on Snake Creek, Baker, Nevada since 1976 under permit NV0020664. The facility has been in operation since 1950. The rearing station receives water from two sources: Spring Creek Spring, approximately 75% of the inflow, and Snake Creek, approximately 25% of the inflow. The facility discharges at two points into a channel that empties into Snake Creek. Snake Creek flows in an easterly direction to the town of Garrison, Utah, where the water is used for stock watering and irrigation. Excess water flows to the playa and evaporates. The proposed permit will cover a five (5) year period.

All comments or objections received within the thirty (30) day period, by 5:00 PM February 16, 2001, will be considered in the formulation of final determinations regarding the application. To comment via email, please send comments in attention to Bruce Holmgren.

The Environmental Commission

The Nevada State Environmental Commission will hold a public hearing beginning at 10:00 a.m. on Thursday, February 15, 2001, at the Nevada Commission on Tourism, Commission Chamber, 2nd Floor, 401 N. Carson Street, Carson City, Nevada (The Laxalt Building is located immediately south of the Carson Nugget and two blocks north of the Capitol Building). If the business of February 15, 2001 is not completed, the hearing shall continue to the next day at the same location, with a starting time of 9:00 a.m.
 

 
Bureau of Water Quality Planning

01/02/2001

The NDEP Bureau of Water Quality Planning (BWQP) is requesting proposals for financial assistance for the development or implementation of wellhead protection plans for drinking water wells and springs.   Cities, towns, general improvement districts, and public water systems are eligible for funding under this program.  Copies of the Request for Proposal (RFP) can be downloaded from this web site, and are available from the NDEP Bureau of Water Quality planning.  The deadline for submitting proposals to the BWQP is Thursday, March 15, 2001, at 5:00 pm PST.  For more information, contact Nevan Kane at (775) 687-4670 extension 3104.
