- June 15, 1999 -- Western Governors' Association (WGA) Policy Resolution 99-006 (Transportation of Low-Level Radioactive Waste Over Hover Dam). SPONSORS: Governors Guinn (NV) and Hull (AZ). The Governors policy acknowledge that adequate LLW (Low-Level Waste) off-site disposal is critical for facilitating cleanup and closure of contaminated nuclear weapons and defense facilities -- yet they also believe "that it is the responsibility of DOE [Department of Energy] to assure that LLW is shipped to disposal sites using routes that are the safest and that avoid higher risk locations such as Hoover Dam.
